It is crucial that the United States continues to exercise its influence in the governance of the Internet and the behavior of those users employing its capabilities. As the country of the creation of the Internet, the U.S. has gradually conveyed authority to the Internet Corporation for Assigned Names and Numbers (ICANN) through a Memorandum of Understanding (MOU) developed between ICANN and the Department of Commerce. In so doing, the Department of Commerce must resist any weakening of protection for rights owners and ensure that any form of governance provides the means to preserve those rights
